The Former President's Woke Alarm Misses Europe's True Threat: Technological Decline.

The recent US security policy document presents a flawed view of the European Union. It claims that open-border policies and so-called "woke" agendas pose an existential threat to European civilization. Yet, this perspective rests on a fundamental misinterpretation of the situation. The true danger facing Europe is not societal but technological and economic lag.

The Stark Economic Gap Between Europe and the US

Statistics reveal a stark picture. Between 2008 and 2023, US GDP grew by 87%, compared to a paltry thirteen and a half percent growth for the European Union. Over this period, EU GDP per capita dropped from over three-quarters to just 50% of the American figure. Strikingly, even the poorest US state now has a greater average income than several leading European economies like France and Italy.

Currently, about half of the global 50 largest technology firms are American, while a mere four are European.

The Technological Deficit: The Core Problem

This widening economic gap stems from superior efficiency gains in the United States, largely due to technological innovation and higher total factor productivity. The landscape of world technology dominance is decidedly American. Over the past fifty years, hundreds of American startups have scaled into companies valued at over ten billion dollars, versus just 14 in the European continent.

This disparity raises a pressing issue: As the competition for future industries like semiconductors, AI, and quantum computing, what is the EU positioned? Experts widely agree it is largely a two-horse race involving the United States and China, with European nations entering at a clear disadvantage.

Root Causes of Europe's Technological Lag

A number of key reasons explain this technological divide.

  • Venture Capital: The US boasts a far deeper and agile system for funding startups. The EU has yet to establish a true unified investment market, a factor that caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hinder Europe. A US startup can launch a product under one set of laws to access a consumer base of over 330 million. The European Union, despite a larger population size, is split among 27 separate regimes, creating huge market obstacles.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In some EU nations, business failure was once viewed with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in defense has weakened its ability in pioneering research.

The Road Ahead: Reasons for Hopefulness

Despite these hurdles, there are reasons for hope. European leaders are increasingly aware of the severe threat and have started to propose substantial change. Notable reports on EU competitiveness and the single market point to the need for sweeping changes.

With the right policies and rule changes, these assets might enable far greater degrees of commercial innovation.

The continent still possesses considerable advantages: skilled human capital, excellent education systems, and world-class research institutions. Alongside a large internal market and high savings rates, these elements could unleash a new wave of venture creation.

Crucially, even if Europe does not become the leader in developing next-generation tech, it can still dramatically boost productivity by adopting and adapting innovations from elsewhere.

An Inflection Point

Europe now faces a critical crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's technological decline has been steady. But, without bold steps to tackle its structural weaknesses, today's slow erosion could turn into a rapid and permanent decline in global economic relevance.
